Iraq shias "offered" to aid army

You're being offered help to protect the city, with no cost, and you deny it?

Why not just accept the small militia into the main Iraqi army, and protect the city as it should be protected?

These just seem like political games to me, to deny a standing army's help, that is known for protecting the people.
